Is it possible to make telegram bot to send message to users who did not start the bot? for example i give someone's user name or number or a forwarded message to the bot and ask the bot to send them a notification. after initiating the bot they can see the message i sent anonymously.
Whoever can help me to create this kind of bot message me.
