There are cardholder that are not found by SSN&DOB (not found) services. There can be many reasons - lack of SSN, a young cardholder, or an expat.
In this article, we will analyze cases when the cardholder is not found, for example, due to a change of last name, relocation, and so on.
With expats, things are worse, they are more difficult to break through, because they could have received SSN recently, and as everyone knows, lookup (with the exception of the Syndicate) and lookup services have one database that is updated every 2-3 years.
My any services that I work closely with if I want to find cardholder or break through a couple of questions from BG:
Nuwber.com - previous cardholder addresses, relatives, neighbors, phone numbers, emails + sometimes displays the correct DOB

Spyfly.com - previous cardholder addresses, relatives, neighbors, phone numbers, emails, professions + other info (does not display DOB!)
A subscription to the service costs $2.00 (you can get it from working out)
Clustrmaps.com -punching addresses/people/companies.

Search for people
Now, with the services at hand, you can start searching for cardholder.
To begin with, if the cardholder is feminine, we will check the surnames (the database may contain the maiden name before marriage). In spyfly and other BG services, people are usually signed up, i.e. "also known as" or something like that.
In Clustrmaps.com at the bottom there is a tab "people associated with this address" most often this is what we need
Then we will break through the previous addresses, if cardholder lived in different states, then it is quite possible that he does not find it in AZ, but found it in CA.
To do this, we also use one of the above services

After these searches, you can try searching again. With a 99% chance of finding the right person
Also, if cardholder suddenly does not break through and you need to put together a self-tag BA for the samename bay - you can create a self-tag for another person with the same full name (who did not know it works). Exceptions are only Plaid and other offices that check for BG.
